If this is left empty, then the directory specified in the registry under HKEY_CLASSES_ROOT\hhp.file\shell\open\command will be searched. Changing this property will have no immediate impact on the help files of existing projects. You can use the Upgrade Project to XLL+ 6 command to apply the value to an existing project.
