ResHelp.cpp can be found in the Docs\Source sub-directory of the XLL+ installation directory.

This file contains the source code of the XLL+ run-time libraries which deals with loading string resources from resource files, when the resource file contains multiple languages. Much of the code is to replace the MS implementation of LoadString(), which appears to have been broken in Win2k and has not yet been repaired.
